To bring about a reduction in crime in South Africa the South African Police service (SAPS) must have crime reduction targets and they must be held accountable in achieving them. The problem is that police stations then start to “cook” their crime statistics. However, today there is the Statistics Register that have all the tools and people to prevent this from happening. The value of setting targets and holding the police accountable is that it pushes them to deliver crime reductions, otherwise nothing will happen.
